埼京線や湘南新宿ライン、りんかい線が走る線路は、もともと山手貨物線と呼ばれる貨物専用線だった。貨物列車だけが走るなら列車の運転本数は少なく、問題視されることはなかった。現在、旅客列車は貨物列車とは比べものにならないほど運転本数が多い。朝夕のラッシュ時、代々木駅近くの踏切は頻繁に遮断されるようになり。開かずの踏切と呼ばれてる。
